VA Claim File Organization: Build the Evidence Map Before You Add More Paper
Veterans often respond to a difficult benefits claim by sending more records. More paper is not always the same thing as a clearer claim. A better first move is to map the evidence already in the file against the issues actually being decided.
Separate each issue
Create a separate section for each claimed condition or administrative issue. Under each one, list service records, medical evidence, examinations, decisions, notices, lay statements, and missing evidence.
Build a decision history
Put rating decisions, statements of the case, supplemental decisions, notices, and appeal-related filings in chronological order. Note the stated reason for each denial or rating decision so later evidence can be evaluated against the actual rationale.
